A successful company in a devitalized area
It was in 1995 that Mr. Jean-François Hotte established Équipements Lourds Papineau Inc. (ELP®) in St-André-Avellin, in the Outaouais region. At that time, Mr. Hotte, who is still company president, wanted to do repairs on heavy equipment. His desire was to live and stay in that small municipality, even though it is highly dependent on the devitalized forest industry and located far from major centres.
Several years later, he decided to manufacture his own products himself. Over time, through manufacturing, trialing and testing different materials, levers, pivots, pumps, platforms or structures, he developed a line of interchangeable products for which he holds the patents and that are the envy of his competitors.
With steady assistance from Canada Economic Development, Équipements Lourds Papineau Inc. now employs 45 people and has become one of the most innovative companies in the RCM of Papineau.
Modern products …
In fact, ELP® develops, manufactures and markets equipment intended for heavy and light trucks, such as a complete line of snow removal equipment (a number of snow plow models, side wings, rear blades, harnesses and others), dump boxes (tipper, 4 season, spreader, asphalt or others), abrasive or forestry spreaders, work platforms etc.They also market custom-made (turn-key) trucks. ELP® also developed an interchangeable body system (IBS-100) patented in Canada and the United States that makes it possible to change a truck’s purpose in under 10 minutes by replacing a dump box with a sand spreader or garbage disposal unit or any other equipment, depending on customers’ needs. Therefore, their products are both unique and modern, while meeting their customers’ many traditional needs.
Their patents, constant efforts in research and development and in maintaining their quality ensure that the company is well ahead of their competitors.
Yet it is also evolution in their product manufacturing processes that make the company successful. They have expanded a number of times, purchased a great deal of specialized automated equipment such as a plasma cutting table, folding presses, digital controls, etc. They also became more disciplined by obtaining ISO 9002 international quality-assurance certification.
As such, Canada Economic Development is proud to have supported, on five occasions, Mr. Hotte’s efforts in expanding and upgrading his production capacities. That constant support aligns perfectly with the Agency’s purpose of supporting the most innovative SMEs in order to create jobs and boost the economic buoyancy of Quebec’s regions. Mr. Hotte’s 45 employees significantly contribute to that economic vitality.

… in a traditional sector
Obviously, the buyers of these products are more traditional even so. A truck body is still a truck body. However, it has to be excellent quality, and it’s the hitches, harnesses, pumps and hydraulic cylinders that make the difference. And that’s where ELP® stands out!
Their interchangeable body system makes all the difference for customers who use their trucks for different functions. A number of their customers consist of Ministries of Transportation here and elsewhere, municipalities and companies specializing in paving, snow removal and road maintenance.
At present, Équipements Lourds Papineau Inc. sells mainly in Quebec, but also over 30% of their sales are in Ontario and roughly 10% in the United States.
In the future, with the drop in the value of the Canadian dollar, the United States may account for a larger share of the company’s sales figure. Mr. Hotte has representatives who attend large US trade shows, and the feedback is excellent.
