Linguistic Duality Economic Development Initiative

In effect until March 31, 2013, the Roadmap for Canada’s Linguistic Duality Economic Development Initiative aims to foster the economic development of official-language minority communities (OLMCs) through a range of activities including innovation, entrepreneurship, partnership and economic diversification.

For this initiative, the Agency has been allocated an additional $10.2 million over five years to increase the activities it already undertakes in support of Quebec’s English-speaking minority communities.

Am I eligible?

Your organization or enterprise may be eligible for this initiative if it falls within one of the following client categories, and if the project is carried out:

  • in Greater Montréal:
    • non-profit organizations.
       
  • in a regional county municipality (RCM) whose English-speaking population represents at least 5% of the total population:
    • non-profit organizations1;
    • small and medium-sized enterprises – SMEs will have to demonstrate their project’s contribution to the development of the English-speaking community.


1 Budgets permitting, projects may be funded within RCMs whose English-speaking community represents less than 5% of the total population. However, it should be noted that priority shall be given to NPOs in the Greater Montréal area and in RCMs whose English-speaking community accounts for at least 5% of the total population.

Is my project eligible?

Projects are analysed and funding levels determined on the basis of various criteria, including:

  • the project’s contribution to attaining the objectives and expected outcomes of the Roadmap for Canada’s Linguistic Duality Economic Development Initiative;
  • the project’s consistency with Agency objectives;
  • the incentive nature of the assistance and the demonstrated need of this financing for execution of the project, taking other existing funding sources into account;
  • the promoter’s management capabilities;
  • the viability of the enterprise or organization;
  • the level of risk involved;
  • the impact on competition;
  • the availability of Agency funds.

Outcomes

Projects funded through the Roadmap for Canada’s Linguistic Duality Economic Development Initiative will help foster the economic development of OLMCs.

In line with the Agency’s mandate, these projects must foster economic diversification or business growth. They may, for instance, be projects reinforcing:

  • local economic planning within a community;
  • community facilities that have an impact on economic development;
  • tourism;
  • entrepreneurship;
  • creation and development of SMEs;
  • international market development;
  • innovation and its commercialization;
  • value chain management (enhancement of productivity and production management).

What financial assistance is offered?

The financial assistance is granted under the Agency’s regular programs.
